Phasing
5.36 Due to the size of the Seaton Regeneration Area development, a phasing strategy for the construction of the development has been devised as is shown on the phasing plan opposite. The individual parcels have been set out based on the delivery of the strategic infrastructure required to serve the proposals including the routes, schools and local centre. The key principles which underpin the phasing strategy for the Seaton Regeneration Area are as follows:
- Minimising the impact of the development on the surrounding area;
- Provision of access points and routes to match traffic/movement levels with infrastructure delivery;
- Allowance for development ground conditions (including raised site levels) to be established on a phased basis;
- Connections to the existing pedestrian and cycleways;
- Opportunities to service the range of land uses including residential areas, the retail uses and leisure facilities at an early stage;
- Provision of a range of housing densities and types within each phase; and
- Establish structural open spaces and landscaping at an appropriate stage.
Sequential build-out plans
5.37 Development will take place over many years. In order to track its evolution in relation to the original Masterplan, a sequential Build-Out Plan should be maintained and updated with every development. This will enable judgement on any individual proposal to be taken in relation to the concept but also to assess any impact it may have on future development stages
Design Codes
5.38 As the Development Brief for the site states in paragraph 26.0, Design Codes will be developed at a later stage to provide guidance on the design and planning context of the site and how it relates to the overall Masterplan for the Seaton Regeneration Area. The Design Codes will be used to promote the delivery of a high quality, sustainable development which demonstrates best practice in urban design.
