5.24 Table 1 shows the required level of Public Open Space (POS) provision required for 500 units based on the East Devon District Council Local Plan Revised Deposit: September 2003 (Policy RE3 (Open Space Provision in New Housing Developments)). nc 5.25 Due to the requirement for a rise in land levels to protect against flood risk, many of the trees and hedgerows within the development site will need to be removed, although wherever possible existing hedgerows and trees will be retained in order to give the new scheme a sense of maturity. The majority of the existing tramline and north of the site is bounded by hedgerow planting (all existing vegetation will be subject to detailed assessment).

5.26 Within the proposed development, the built form is visually broken up by the proposed tree planting, landscaped squares, green spaces, retained existing planting and planting within the housing. The open spaces not only perform a function of visual amenity but also operate as important structuring elements within the Masterplan, reinforcing the character of important roads and spaces. Tree-lined avenues along key routes through the site will create a sense of formality and an attractive streetscape.
5.27 It should be noted that at the final detailed design stage a number of slopes, engineered or otherwise, will be needed to address changes in levels. The following sections indicate how levels are typically dealt with across the Masterplan area.
5.28 Following discussions with the Council, it has been agreed that the existing play area in the north west of the site will provide sufficient formal play space for the scheme and therefore no additional play areas have been shown.
5.29 As mentioned previously, the site levels need to be raised. The following sections illustrate how levels will be dealt with in a variety of ways across the Masterplan areas.
