Constraints and Opportunities
4.1 Following the assessment of the site and its surroundings, as set out in Section 2, a number of constraints and opportunities associated with the proposed development on the site have been identified. These are outlined below. Each of these constraints and opportunities has been used to inform the design proposals on the site.
Constraints
- Existing land use and local facilities;
- Risk of flooding and the need to raise site levels across the site;
- Highways, access and other sustainable transport issues;
- Ecology and retention of wildlife habitats;
- Existing planting and other landscape features;
- Minimising the impact of development on existing neighbouring residents;
- Maintenance and management of existing services;
- Existing Seaton Tramway line; and
- Use of existing public car park areas;
Opportunities
- Deliver new development that will regenerate the area;
- Potential for a new residential area widening choice and availability of dwellings in the area;
- Potential for new retail development to serve the community;
- Provision of a new public square along The Underfleet to help integrate the development with the existing Town and strengthen pedestrian links to the high street;
- Enhancement of walking and cycling routes;
- Potential for new and improved community uses and facilities, including a new Jurassic Coast Visitor Centre and improved Tramway Station;
- Enhancement of existing views into and out of the site;
- Creation of a new gateway into the Town in the southeast of the site;
- Improved links to the existing esplanade and Seafront to the south; and
- Retention and enhancement of public car park areas.
- Financial contribution to the creation of the new Seaton Wetlands Centre.
